Gates Cambridge 2027: US Round Closes 14 October

The Gates Cambridge Scholarship for 2027/28 entry is open, and the first deadline is close: 14 October 2026 for US citizens living in the United States. Every other eligible applicant applies in a second round that closes on 8 December 2026 or 6 January 2027, depending on the course. The details below come from the scholarship’s own timeline page and eligibility page. If you are planning a Gates Cambridge application, the round you fall into determines everything.

Which round applies to you

Round 1 is only for US citizens resident in the USA. Applications opened on 11 September 2026 and close on 14 October 2026 at 11:59pm UK time. Applicants are told their result on 14 December 2026, and scholarships are offered in early February 2027.

Round 2 covers all other eligible applicants, which is the majority of candidates. It also opened on 11 September 2026. The deadline is either 8 December 2026 or 6 January 2027, depending on the course, so the Cambridge Course Directory entry for your course is the authority. Decisions are due on 8 March 2027, with scholarships offered in early April 2027. In both rounds, winners have 72 hours after an offer to accept.

Who can apply and what is excluded

You must be a citizen of a country outside the United Kingdom and be applying to Cambridge for a full-time PhD, a full-time MLitt or a one-year full-time postgraduate course. A part-time PhD is also included through a pilot scheme. Current Cambridge students can apply for a new degree, such as an MPhil student moving to a PhD, but you cannot apply for funding to complete a degree already under way.

The scholarship does not fund undergraduate degrees, MASt courses, part-time degrees other than the PhD, professional programmes such as the MBA, EMBA, MFin or PGCE, several medical programmes, or the Master of Conservation of Easel Painting. Consider a hypothetical Vietnamese biochemist with a master’s degree who wants a Cambridge PhD: she would sit in Round 2 and would need to confirm her course’s exact closing date before anything else. This example is illustrative, not a reported case.

A working backwards plan

Because the scholarship competition runs alongside the course application, the course application is usually the first task. Note your round, find your course deadline in the Course Directory, and set your own deadline about two weeks earlier for references and documents. International applicants who need a student visa afterwards can use our visa eligibility checker to see the route that fits their situation.

Other UK funding to compare

Gates Cambridge is one of several UK awards with open cycles. Our guides cover the Chevening 2027 deadline and the Reach Oxford scholarship. The Rhodes Trust also states that applications for the 2027 Rhodes Scholarship are open, with entry to Oxford in October 2027; constituency-level dates are on its own pages. The Rhodes page lists coverage including Oxford course fees, a stipend of £20,400 for 2025-26, and student visa and health surcharge fees.

Morocco Names First Woman Prime Minister After Election

Morocco’s King Mohammed VI has appointed Fatima Zahra El Mansouri as prime minister, making her the first woman to head the country’s government. The appointment came on 29 September 2026, days after legislative elections held on 23 September, according to Al Jazeera. The royal palace has asked her to form a new government, PBS News reports. Her appointment as Morocco’s first woman prime minister now turns on whether she can assemble a working majority.

A lawyer who became mayor, then minister

El Mansouri, who is 50, was born in Marrakesh in 1976 and studied law at the University of Montpellier in France. Al Jazeera adds that she also studied at New York University. She became mayor of Marrakesh in 2009, the first woman to hold that post, and has served as minister of national spatial planning since October 2021. PBS News says she became a top leader of her party in 2024 and that her father, Abderrahmane El Mansouri, was a prominent local official and Morocco’s ambassador to the United Arab Emirates.

The appointment also has a regional footnote. Al Jazeera notes she is the second woman to lead an Arab government, after Tunisia’s Najla Bouden, who was prime minister from October 2021 to August 2023.

The vote and the coalition arithmetic

Her party, the Authenticity and Modernity Party (PAM), was founded in 2008 and is widely described as aligned with the monarchy. Al Jazeera reports it won 97 of the 395 seats in the House of Representatives, the largest bloc but well short of the 198 needed for a majority. PBS News describes the result as the party’s first electoral victory since its creation.

Morocco’s electoral system makes single-party majorities unusual, so coalition talks are the next phase. PAM has said it is willing to work with other parties. Two potential partners have ruled themselves out: both outlets report that the Justice and Development Party, a moderate Islamist party, and the left-wing Federation of Democratic Left will stay in opposition. The arithmetic therefore depends on other parties that have not yet publicly committed.

The in-tray waiting for her

PBS News lists the pressures on the new government: heavy public investment linked to the 2030 FIFA World Cup, which Morocco will host jointly with Portugal and Spain; inflation; wage demands; and job creation. The World Cup is a fixed deadline that shapes the budget, and partner countries watch delivery closely. For context on one co-host, see our earlier report on Madrid’s housing protests. For the wider regional economic picture, read our summary of the EBRD’s growth outlook for Africa.

Steps to watch in October

The constitutional task now is to present a government. Watch for which parties join PAM, how many ministries it concedes, and whether economic portfolios stay with technocrats or go to coalition partners. Neither source reviewed gives a date by which the government must be formed, so any timeline quoted elsewhere should be checked against an official announcement. Investors and foreign governments will read the cabinet list as the first real signal of policy direction.

Common questions

Who is Fatima Zahra El Mansouri?

She is a lawyer and politician born in Marrakesh in 1976, who studied law at the University of Montpellier in France. She has been mayor of Marrakesh since 2009 and held the national spatial planning portfolio in government since October 2021, according to Al Jazeera.

How many seats did her party win?

Al Jazeera reports the Authenticity and Modernity Party (PAM) won 97 of the 395 seats in the House of Representatives. A majority requires 198 seats, so PAM needs coalition partners.

Is she the first woman to lead a government in the Arab world?

No. Al Jazeera notes she is the second Arab woman to become prime minister, after Tunisia’s Najla Bouden, who served from October 2021 to August 2023.

Which parties have said they will stay in opposition?

Both Al Jazeera and PBS News report that the Justice and Development Party and the Federation of Democratic Left said they would remain in opposition.

What are the first tasks for the new government?

PBS News lists billions in investment tied to hosting the 2030 World Cup, reducing inflation, raising wages and creating jobs.

Reach Oxford Scholarship: UCAS Deadline Is 15 October

In this article

The Reach Oxford Scholarship, which funds undergraduates from developing countries at the University of Oxford, requires an Oxford offer first, and the UCAS application for that offer closes on 15 October 2026. The scholarship application itself follows on 26 January 2027, so the October date is the one that decides whether a student can apply at all.

The two-step process

According to the Scholars4Dev listing, applicants must gain admission through UCAS by 15 October 2026. Applications open in January 2027, and the scholarship form is due 26 January 2027 at 12 noon UK time. The official Oxford page holds the definitive guidance.

What it covers

The award includes tuition and college fees, a living expense grant and one annual return airfare for the 3-4 year course, per the listing. Only 2-3 awards are made each year, for all subjects except medicine, so competition is intense.

Who qualifies

Applicants must be nationals of DAC-eligible developing countries, hold an Oxford offer and be of the highest academic ability. Financial need and commitment to returning home after studies are key criteria. Consider a Nigerian sixth-form student who has predicted top grades: the first task is a strong UCAS application by mid-October.

A realistic timeline

Reference letters, a personal statement and any admissions tests need to be in hand before October. After an offer, prepare financial-need evidence for January. Students weighing UK funding can also read the Chevening 2027 deadline guide, the UK immigration rules changes and use the visa eligibility checker. Confirm all dates with Oxford, as this summary relies on a scholarship directory.

Common questions

What is the UCAS deadline for Oxford?

15 October 2026, per the Reach Oxford listing.

When is the scholarship application due?

26 January 2027 at 12 noon UK time, after you have an Oxford offer.

What does Reach Oxford cover?

Tuition and college fees, a living expense grant and one annual return airfare for the 3-4 year program.

Who is eligible?

Nationals of DAC-eligible developing countries with an offer who show the highest academic ability, financial need and commitment to return home.

How many awards are there?

The listing reports 2-3 awards a year for undergraduate study in all subjects except medicine.

European Ministers Push Border Controls and Faster Returns

In this article

Interior ministers from 17 European countries met on 26 September 2026 to discuss tougher border controls and faster returns of rejected migrants, with Germany pushing for a new European migration crisis mechanism. The proposals concern irregular migration, not visas for workers or students, but they shape the political climate around European immigration.

What was discussed

The gathering, summarised by Visasupdate and covered by AP and InfoMigrants, brought together ministers from 17 countries. Separate talks involved Germany, Denmark, Austria, Greece and the Netherlands on third-country return centres. We have not independently verified details beyond these reports.

The proposals

German Interior Minister Alexander Dobrindt called for a new European migration crisis mechanism and a rapid-response Frontex force with expedited deportations, InfoMigrants reports. The Visasupdate summary adds a proposal to expand Frontex into a border protection and return agency. EU Commissioner Magnus Brunner was reported saying that illegal migration has fallen 55% in two years and by one-third in the last year. That is an official claim from an institution with a stake in the policy, so treat it as the Commission’s framing. Background is on the European Commission migration and home affairs site.

Nothing reported from the meeting changes visa or residence permit rules for skilled workers, students or families. A Mexican welder applying for a German skilled-worker visa, for example, still follows current national rules. Coverage of recent legal-route changes includes the Netherlands work permit rules. To test eligibility, use the visa eligibility checker.

What happens next

Ministers’ proposals normally need Commission drafting, Council agreement and often Parliament approval. No adoption dates were reported. Watch for a formal Commission proposal or a further ministerial meeting.

Common questions

Who met on 26 September?

Interior ministers from 17 European countries, according to the Visasupdate summary, with separate talks among Germany, Denmark, Austria, Greece and the Netherlands on return centres.

What did Germany propose?

Interior Minister Alexander Dobrindt called for a new European migration crisis mechanism and a wider Frontex mandate, per the same summary.

What did the EU say about irregular migration?

Commissioner Magnus Brunner was reported saying illegal migration has fallen 55% in two years and by one-third in the last year.

Does this change visa rules for workers or students?

No. These are border and return proposals, not changes to work or study visas.

Are these proposals law?

No. They were discussed by ministers and would need formal EU legislative steps.

UAE Corporate Tax Deadline Hits as VAT Rules Change Oct 1

In this article

Companies registered in the UAE with a 31 December 2025 year-end must file their corporate tax return and pay any tax due by 30 September 2026, the same week that amended VAT rules take effect on 1 October. For founders running UAE companies from abroad, the two dates land close together.

Corporate tax deadline

The Federal Tax Authority says taxable persons must submit returns and pay tax due within nine months of the end of each tax period. For a year ending 31 December 2025, that is 30 September 2026. Filing and payment run through EmaraTax, and businesses must keep supporting records for at least seven years after the tax period. The FTA warns of late fines and penalties but the notice does not state amounts.

VAT changes from 1 October

Cabinet Decision No. 149 of 2026 amends the VAT Executive Regulation. KPMG’s summary lists among the changes a rule that treats economically inseparable components as a single supply, a restriction on input tax for high-value cash supplies with the threshold to be set by the Minister, a switch of input tax apportionment to an output-based method from the first tax year beginning after 1 October 2027, and a requirement that credit notes be labelled “Tax Credit Note”. Accommodation benefits for employees qualify only if mandatory under a MoHRE directive. Businesses should review invoicing and accounting settings before 1 October.

Free zone mainland rules

A summary by Sterlinx Global describes Dubai’s framework under Executive Council Resolution No. 11 of 2025, which lets free zone establishments operate on the mainland: a branch outside the free zone at AED 10,000 per year, or a temporary permit at AED 5,000 for up to six months. The original regularisation window ran from 3 March 2025 to 3 March 2026, with a possible one-time extension. Read the official resolution before relying on the figures.

What a founder should do

Picture a Pakistani IT consultant who set up a free zone company in 2024 and sells to customers across Dubai: they need to confirm whether the return is due now, whether mainland sales require a branch or permit, and whether invoice templates meet the new VAT wording. An accountant licensed in the UAE is the safest route. Related reading: UK Companies House identity verification and UAE Golden Visa changes. How long must records be kept?

At least seven years after the tax period ends, per the FTA.

When do the VAT regulation changes take effect?

Most amendments in Cabinet Decision No. 149 of 2026 take effect on 1 October 2026, with revised input tax apportionment applying from the first tax year beginning after 1 October 2027, per KPMG.

What is the free zone mainland branch fee in Dubai?
