What the France Fitch outlook change means
An outlook is a signal, not a downgrade. Fitch left the A+ rating in place. It moved the outlook from stable to negative. That points to a higher chance of a cut later if conditions do not improve.
The growth backdrop
Insee says French GDP fell 0.1% in the third quarter. It stagnated in the second quarter and shrank 0.2% in the first. Euronews also reports that the eurozone grew 0.4% in the third quarter, but Ireland’s 5.5% growth skewed the figure. Without Ireland, the euro area grew 0.2%. Germany grew 0.2%, Spain 0.6%, and Italy recorded no growth.
The budget problem
Economy and Finance Minister Roland Lescure said France has an “absolute need to adopt by the end of the year a responsible budget”. He wants to cut the deficit to 5%. Euronews says he does not rule out article 49.3 of the Constitution, and ordinances are another option. Euronews notes that no government has used ordinances to pass a budget since 1958. The government also lacks a majority in the National Assembly, and a presidential election is approaching.
Example: an exporter pricing in euros
As an illustration, not a real case: a Mexican furniture exporter signs euro-priced contracts with French buyers. A budget fight would not change those contracts overnight. Yet the exporter should watch the budget outcome and borrowing costs. Firms weighing a European base can read our company formation guide.
What to watch next
Watch whether parliament adopts a budget by the end of the year, and whether the government uses article 49.3. The wider backdrop includes Italian inflation of 5.4% in October, up from 4.2% in September, per Euronews. Our report on the ECB rate hold covers the central bank side.
